Disable ALL Cut, Copy & Paste functionality. This routine takes care of disabling this even if these options exist in another commandbar ie User has Copy set-up in another commandbar. Also disables the Toolbar customize option which can be accessed either by right clicking OR double clicking the commandbar area.
